Can a foreigner get a driving license in Belgium?
Foreigners can get a driving license in Belgium. However, the process often depends on your nationality and current driver's permit status. Generally, you have two options,
If you hold a license issued by a country in the European Union (EU) or European Economic Area (EEA), you can continue driving in Belgium until it expires. Non-EU/EEA license holders may drive in Belgium for up to 185 days from the date of their official registration at their local commune, not from their arrival date. After that, you must either exchange your license or apply for a new Belgian one. Tourist or short-term visitors (under 90 days) may drive with their valid foreign license and, if required, an IDP.
If you don't have a driving license, or it's not recognised in the country, you must apply for a Belgian driver's permit.
Note: If your driver's license is printed in a non-Roman Alphabet (Arabic, Japanese, Cyrillic, etc), you need an International Driving Permit (IDP/IDL) or an official translation in English while driving in Belgium.
Who needs to exchange their license in Belgium?
In Belgium, European and non-European driving license holders will need an International Driving Permit (IDP/IDL) or an official English translation, depending on their situation.
Exchange can also begin 3 months before your EU license expires; you do not have to wait until it expires.
Non-European driving license holders: If a driving license is issued in a non-EU country, you must exchange it within 185 days of registering in Belgium. However, this only applies if the non-European country has a recognition agreement with Belgium. You must apply for a Belgian driving license if your local license isn't recognised in Belgium. However, if your license is not in the Roman alphabet, you must also carry an IDP or certified translation. If your license will expire during the grace period, you must book an appointment before it expires, even if the 185 days are not yet up.
Note: Non-European driving license holders can drive in Belgium within the 185-day grace period with a valid recognised international driving license (Vienna and Geneva Conventions) that is not a Belgian driving license.

Which countries' driving licenses can be exchanged in Belgium?
Belgium recognises the driving license of countries under two categories. Here's a breakdown
EU/EEA countries | Non-EU countries with a bilateral exchange agreement |
Austria | Argentina |
Bulgaria | Australia (some states) |
Croatia | Brazil |
France | Canada (some provinces) |
Finland | Japan |
Estonia | United Kingdom |
Cyprus | United States (some states) |
Czech Republic | New Zealand |
Denmark | Tunisia |
Sweden | Turkey |
Note: In Australia, Canada, and the United States, exchange eligibility varies by state or province. Verify your state with FPS Mobility Belgium before applying. See the updated recognised countries list. Additionally, some licenses are recognised (you can drive in Belgium with them) but cannot be exchanged for a Belgian license. This happens when Belgium has not received an official specimen of that foreign license from the issuing country. In this case, you must apply for a new Belgian license from scratch.
Conditions for exchanging a foreign driving license in Belgium
Although you can exchange your international driving license in Belgium as a foreigner, there are some conditions you must meet.
Note: If you don't have a valid license, you might have to take the theory driving test and apply for a new one in Belgium.

How to get a driving license in Belgium
To apply for a Belgian driving license exchange as a foreigner, you must submit a request, get approval, and order online or in person.
Before submitting your exchange request, confirm:
You are officially registered at a Belgian commune (you need a commune registration number).
Your foreign license is valid and not expired.
Your license was issued before your Belgian registration date.
If your license is not in French, Dutch, German, or English, you have a sworn translation ready.
You have a recent passport photo (white background).
You have booked an appointment; walk-ins are not accepted at most communes.
Here's how to exchange your foreign driver's license in Belgium;
Submit the Belgium driving license exchange request
The first step is to submit an exchange request online or in person at the municipality where you registered. You will provide the foreign license and other required documents for authentication.
Authentication
The authority will send your request to the FPS Mobility or police station for verification. If approved, you will be notified to proceed with your license exchange.
Order a Belgian license
Once authenticated, you can order your driver’s permit online or in person at the driving license department municipality where you are registered. For example, if you registered in Brussels, you can make an appointment online via MyBXL. You can also book in person at the counter of the Brucity Administrative Centre or the liaison offices of Laeken, Louise, and Neder-Over-Heembeek.
Collection
Once authenticated, you will be notified to collect your Belgian driving license. You can collect the Belgian permit at the counter where you made the exchange request without an appointment. Processing times vary significantly by municipality:
Smaller communes (e.g., Waterloo, Leuven): typically 4–6 weeks
Brussels city centre: can take 4–6 months due to higher application volume
During authentication, your original foreign license is held by the authorities and sent to the FPS Mobility or the police for verification. You cannot drive during this period unless you have a valid IDP or another document allowing you to drive.
Required documents for converting a foreign driver's license in Belgium
You must submit the following documents when exchanging your foreign driving license for a valid Belgian one;

Original and valid foreign driving license.
A recent passport photo on a white background is recommended, especially if your appearance has changed since your ID was issued.
Certificate of loss or theft issued by the Belgian or foreign police services (If the European driving license is lost or stolen while in Belgium)
Sworn translation of driver's license:If the license is not in French, Dutch, German, or English, a sworn translation is required.
Driving history record (some communes): Some municipalities may request a driving history from your country of origin. Check with your specific commune before applying.

What if your non-European driving license can't be exchanged?
You must apply for a Belgian driving license by enrolling in a driving school and passing the driving test. The test consists of two parts: a theory (computer-based risk perception exam) and a practical driving test on the road. This helps authorities determine if you have the necessary knowledge and driving skills.
You can take the theoretical exam in Dutch (in Flanders or Brussels), French (in Wallonia or Brussels), German, or English. You can hire a sworn interpreter for the exam if you can't speak or understand any of the languages. Furthermore, you must take both exams at an authorised centre in Belgium. After passing the theory test, you may apply for a provisional driving license (rijbewijs stage / permis de conduire provisoire), which allows you to practise driving under supervision or independently, depending on the provisional license category obtained.
The provisional license is required before taking the practical driving test. Once you pass the practical test, a standard Belgian driving license is issued.

Benefits of holding a Belgian driving license
Obtaining a Belgian driving license offers other benefits besides allowing you to drive legally in Belgium. Here are some:
The Belgian driving licence is recognised in many countries, both in and outside Europe, such as Japan, South Africa, Switzerland, and the United Kingdom. This means you can travel hassle-free and drive locally.
If a Belgian license is lost or stolen, replacing it is straightforward if it's registered. You only need to report the theft to the police, obtain a certificate of loss or theft, and then apply for a duplicate at your local municipality in Belgium.
Important: When you exchange your foreign license for a Belgian one, your original foreign license is retained by the Belgian authorities and sent back to the issuing country. You will not get it back. If you plan to drive in your home country during visits, ensure you have an alternative form of identification or a duplicate license before submitting your exchange application.

Specific situations: Dual nationals & complex cases
Non-EU Citizens with an EU License: If you are a non-EU national but hold a driving license issued in an EU country (e.g., an Indian national with a German license), you should apply for an exchange based on the EU country where your license was issued, not your nationality. You will be treated as an EU license holder for exchange purposes.
Dual Nationals: If you hold dual nationality (e.g., Belgian-Australian), you cannot rely on the grace period for a foreign license. Because you have Belgian nationality, the standard rules for Belgian citizens apply. Consult your local commune immediately after registering.
EU Citizens Living in Belgium Under Freedom of Movement: If you are an EU citizen in Belgium under freedom of movement rules (no formal residence permit required), your EU license remains valid and does not need to be exchanged unless it expires or is lost. However, if your EU license is lost in Belgium, you must exchange it for a Belgian one.
License Expiring During the 185-Day Period: If your non-EU license is about to expire while you are within the 185-day grace period, book an appointment before the expiry date. After expiry, you lose the right to exchange and must apply for a new Belgian license from scratch.
